It makes my lipstick stays put on my lips. You may feel powdery on your lips when you apply in on. But once you put your lipstick on, that feeling is gone.

This transparent cream is meant to be applied as a base before applying lip colour. It contains rice oil, touted as being moisturizing. I don't know about that. On the lips it feels ... odd....
