Ok, this is up there with honey and the aspirin mask. I can't claim any credit - I saw it an a magazine - but it totally works. It's an AWESOME manicure.

Mix equal parts milk and warm water. I'm not sure if lower fat milks would work as well - maybe not as moisturizing. Buttermilk might work REALLY well! I added a few drops of vitamin E oil, stirred it good with a whisk, then soaked for 10 minutes. I put more E oil on my cuticles, pushed them back, then did a scrub (BBW True Blue Spa - I love that stuff!) Rinse, then add more oil on my cuticles and lotioned up - my hands are SUPER soft. My cuticles have been really dry but they look and feel SO much better. My hands smell like I've been milking a cow, but next time I'll use soap instead of just rinse. :)
