I got this eyeliner with the "Spring Fever" kit, and it was a huge disappointment to me. I am an enthusiastic fan of Tarte products in general so I was expecting a lot. I'm glad I tried this in a kit and didn't buy a full price one, because frankly, this is not good quality for the price. It's a bit drier than I like *tug tug* and it smudges on me every time I wear it, even with UDPP. In fact, I wore it last night, and saw that in the space of 2 hours it had already started to migrate! The only reason I give it a 2 instead of a 1 is that the color is very pretty and seems to really make my eyes pop (which is part of why I'm really disappointed that it doesn't work for me). Based on my experience with this I would not buy a Tarte eyeliner. For 18 dollars one expects better than this. Certainly you can find drugstore liners that outperform it.

I love most Tarte products, but their liners aren't the best. I purchased Starry Night, Waterlilies and Petit Fleurs, but despite the cute names and packaging, the quality is a lot lower than I expected. Waterlilies is a subdued-yet-pretty charcoal grey, but the formula is too dry and chalky to become a staple. It tugged on my eyelids a little (thus applying a little unevenly) and wore off pretty quickly. It's not bad, but I prefer Urban Decay, NARS, Too Faced, etc.
