I would use this in a pinch. I have very oily lids and by the end of the day, I noticed some smudging (not raccoon eyes though).
It also takes awhile for the liner to dry (over 5 minutes). Here's a comparison picture of WnW (2 on the Left) vs Maybelline (3 on the Right). After 5 minutes, I swiped my finger across the four left swatches.

Then I swatched Maybelline (the one all the way on the right) and let it dry for about 10 minutes and then I started rubbing it. A lot of the liner came off of my thumb. I rubbed on the WnW one too. WnW's did not move at all, nor did it rub off on my finger.
