Being an unemployed high school student with no allowance, I am forced to buy inexpensive makeup. My makeup budget is anything under $5. The other day I picked up a Wet 'n' Wild's retractable eyeliner in Dark Brown for $1.30 hoping I would hit the smudge-free jackpot, and it was exactly what I was looking for. The liner didn't start smudging until after 6 hours of wear on my top lids... pretty good, huh? However, my only issue with the liner is that it's hard to apply. The stick is sorta rough and I had to trace twice to get a defined line. But hey, it I paid less than $2 for a product that doesn't smudge too much. If you have sensitive eyelids, I wouldn't go this product. I don't know about the waterline.
Worst eyeliner I have ever had the displeasure of trying. Hard hard super hard to get on, stiff and scratchy. The smudger was also ridiculously rough and even though I only paid $1 a pop, I took both (black and grey, only 1 opened) back to Walgreens. Classic case of 'you get what you pay for'. Yuck.

Ok, just felt the need to add my "This sucks!" to the list. Paid $1 for this piece of dog poo, and am seriously considering bothering to return it, just out of principle. If you must have a cheap eyeliner, the long 99 cent pencil ones are much better, or try a Jordana retractable which is actually decent for 1.99. This has almost zero pigment, doesn't last an hour and irritates my eyes. The only way it could be more offensive is if it were a teenager with a seeping, ill-placed facial piercing cracking its gum in my face.
Wet 'n Wild, why you tease me so with occasional quality and then spit this out of your butt like I'll buy anything if it's a dollar. Well, I might, but only once. Twice tops.

HORRIBLE PRODUCT. I usually research review of everything before I buy but I had forgotten to check a good drugstore eyeliner. I had little left from my budget money and decided to get this. It's not dark enough I have to keep rubbing to get an okay black, and the first time I opened it it was already broken so I lost a big chunk of liner. DO NOT BUY THIS. Don't get me wrong, Wet 'n' Wild has some great products that are very inexpensive but not just don't try this.
Wish I had checked the reviews here before I wasted $2. This stuff SUCKS. Hard as a rock, NO pigment whatsoever. TOTAL WASTE OF MONEY.

I bought this because I have no problem gambling with products if they're inexpensive.
I often apply my make up on the go, so I like retractable liners because I don't have to pack a sharpener.
The liner itself is really hard, and it tugs at the sensitive skin around my eyes when I'm applying. That's probably my only significant complaint.
I got the "Blackest Black" and the color is really good, and it stays on very well.
It's a nice back up cause it's so cheap, I might buy it again in a pinch.
You get what you pay for. It's very difficult to get the color to show up on my eyes- requires a lot of tugging. It's like using a cheap restaurant crayon that has a watery line... shell out a few bucks more for a retractable liner from another drugstore brand.
I liked the idea of the smudging tool at the end, but the color isn't waxy enough to smudge. It just sits there. And I lost the cap to the smudging tool after about 10 minutes of opening the package.
Revamped:
This is hit n miss, one liner might be great but the next purchase it may be bad. So for the 50/50 chance of getting a bad one im going to say no to repurchase on this. I'll stick with the color icon pencils.
It's important to note that I DO NOT use this as an eyeliner on my eyes, I use it as an eyebrow pencil and it's great for me. I use Black Brown (I have black hair) and it's amazing for my brows. I didn't know what the "smudger" part was and honestly, don't really use it too much because it takes off some of the product. I don't wear eyeliner on my lower lid, so I have no clue how it would work out as an eyeliner, but as a brow pencil, it's great.
Very disappointed in this; thought I could replace the more expensive, similar retractable eyeliners (Revlon, Cover Girl). No go, this is hard, and actually painful to apply. Left it in the lost and found box at the gym for another lady to pick up and try if she likes; I'm glad it was only $.99. Back to the higher priced brands for me, or Jordana.
